This would allow parity, freedom of choice without giving away too much. They can fly 4 of the initial frigates. The tutorial can guide them towards training level 3 and gaining the next 2 frigates. Total give away is around 2 hours of training time and 40,000 isk per race. And then asking to train an additional 8hrs or so each. Even give them some basic fitting skills through the course of the tutorial.
